Comprised of distinguished professionals with vast experience in governance, finance, law, and international relations, the Board ensures the Programme’s integrity, transparency, and alignment with global best practices.
The Board’s primary responsibilities include providing strategic direction, reviewing and approving key decisions, and ensuring that the CBI Programme operates in compliance with both local and international standards.
Their leadership ensures the Programme remains a trusted and valuable option for individuals seeking to invest in St. Kitts and Nevis, while contributing to the country’s sustainable economic growth.
The Board of Governors is made up of seasoned professionals and experts in various fields, each bringing a wealth of knowledge and experience to the Programme.
Members are appointed by the Government of St. Kitts and Nevis and serve to provide oversight, guidance, and accountability, ensuring that the St. Kitts and Nevis CBI Programme continues to serve the nation’s interests and the aspirations of its stakeholders.
Each member of the Board is committed to the ethical and transparent operation of the Programme with a shared goal of advancing St. Kitts and Nevis as the leading jurisdiction for economic citizenship.

A seasoned Wall Street executive with expertise in investment strategy, fraud prevention, and governance.
H.E. Calvin St. Juste is the honorary Special Envoy for Investment, Development, and International Business Relations for St. Kitts and Nevis. His Excellency is a seasoned Wall Street executive with over 25 years of experience in diverse industries such as financial services, telecommunications, and telemedicine. As the former Global Chief Operating Officer (COO) and Head of Global Strategy at Morgan Stanley Wealth Management’s Financial Wellness division, he helped build and oversaw a team of financial professionals who provided solutions to Fortune 100 companies and their C-Suites.
He also served as the COO for Global Fraud and Cybersecurity, where he led initiatives to protect the firm’s assets and clients from cyber threats and fraudulent activities.
As a former Central Banker, he has held executive roles at various institutions, including JP Morgan’s Investment Banking and Private Banking divisions, managing teams serving high-net-worth international clients. His leadership in building high-performing teams earned him the prestigious Stevie® Awards for exceptional customer service and efficiency.
He was the Global Audit Head of Technology Enablement at T. Rowe Price, a $2 trillion asset management firm in the US, providing leadership in governance, risk management, and the use of generative AI and data analytics.
Beyond his corporate roles, H.E. St Juste is a Lean Six Sigma practitioner and a sought-after strategist in process improvement, financial thought leadership, and advisory services. He currently serves on various boards, including as a Board Advisor for the Stevens Institute of Technology Business School, Chairman of the Supervisory Board for a US based Credit Union with excess of a US$1 billion in assets, and a Board Member for the United Way of Central Maryland and their Executive Management Committee.
H.E. St Juste holds a bachelor’s degree from Goldey-Beacom College, a Master of Science in Global Innovation Management from Stevens Institute of Technology, and an Executive Management Certificate from Wharton Business School. He is a Six Sigma Black Belt-certified professional and a frequent speaker at global events.
Financial specialist with over 20 years of experience in regulatory reporting and investment management.
Ms. Harris brings her financial ability to the Board with her 20 years’ experience in the Finance Division at the St. Kitts Nevis Anguilla National Bank.
Ms. Marsha Harris is Graduate of the University of the US Virgin Islands and holds a degree in Accounting. She has been employed by the St. Kitts Nevis Anguilla National Bank for over twenty years, where she holds the position of Manager, Finance Division. In this role she is chiefly responsible for the Regulatory, Investment, Board and Management Financial Reporting.
Ms. Marsha is an active member of the Anglican Church and currently serves as Treasurer of the St. Peter’s Anglican Church Vestry.
She is also involved in several community activities and is a member of the St. Kitts Basseterre Lions Club. She has served in various leadership capacities in this organization and currently holds the position of Club Treasurer.
As a well-rounded individual Ms. Marsha will bring a wealth of knowledge and experience in any area in which she is called to serve.

Mr. Damille James is an experienced finance professional with over twenty (20) years in the banking industry. Mr. James has served over ten (10) years in commercial banking, holding several roles, with his last position being Senior Manager/Branch Manager at SKNA National Bank Ltd.
Mr James was employed at the Eastern Caribbean Central Bank (ECCB) for more than a decade as a Senior Examiner in the Financial Sector Supervision Department with the responsibility for regulation and supervision of banks licensed by the ECCB.
Mr James holds a bachelor’s degree in Accounting and Finance from St Mary’s University, Halifax, Nova Scotia, Canada and a Certificate in Banking from the Graduate School of Banking at the University of Wisconsin. He is also an Anti-Money Laundering Certified Associate (AMLCA) and Certified Real Estate Underwriter (CRU) with extensive experience in Risk Management, Bank Supervision, Problem Bank Management, Bank Resolution and Mergers and Acquisitions.
Economist and financial consultant with extensive experience in fiscal analysis and policy development.
Dr. Lousia Lawrence is an economist, and business and financial consultant. She holds a Bachelor of Business Administration in Finance (BBA), a Master of Business Administration and a Doctor of Philosophy in Economics.
She was Senior Economist in the Ministry of Finance, where she fulfilled research, monitoring and analysis duties regarding the country’s fiscal position. As a consultant, she has provided individuals and businesses with start-up, financial, strategic and policy advice.
For many years, Dr. Lawrence was a tutor at The University of the West Indies Distant Education Centre, St. Kitts Campus, where she tutored for the Faculty of Social Sciences, Bachelor of Science (BSc) programme, in Managerial Economics, Quantitive Methods, Financial Management and Statistics subjects.
Dr. Lawrence is committed to contributing to nationwide economic and financial development.
Skilled in anti-money laundering, marketing strategies, and financial compliance
With over 10 years of experience at the intersection of marketing and finance, Ms. Maclean currently serves as Manager of Designated Non-Financial Businesses and Professions (DNFBPs) at the Financial Services Regulatory Commission (FSRC)-St. Kitts Branch. Her specialties span wide as she is knowledgeable in several areas including Anti Money Laundering, Terrorist Financing and Proliferation Financing.
Ms. Maclean holds a Bachelor of Science in Marketing from Florida Memorial University where she graduated Summa Cum Laude has furthered her expertise with her most recent certification being Certified Anti- Money Laundering Specialist (CAMS).
Passionate about the synergy between marketing and finance, Ms. Maclean has excelled in creating cohesive strategies that align with marketing with financial objectives. She remains committed to her roles by fostering collaborative environments that drive overall success.
In addition to her professional endeavors, she currently serves her community as she sits as the Treasurer for both the Development Bank St. Peter’s Football Club and the St. Peter’s Anglican Church Women Association.

Mr. Pogson is a proven team leader, trainer, and mentor to less experienced employees. Being capable of working both individually and as part of a team, he is adept at managing multiple duties in time-sensitive situations, detail-oriented.
Mr. Pogson holds Strong academic qualifications, including an MA, MBA, and BA.
The CIU oversees the administration and processing of applications of the St. Kitts and Nevis Citizenship by Investment Programme.
